This is a duplicate of #42340. We're waiting for libuv 1.44.2 since there were some breaking changes in 1.44.1 that are being reverted. |

Actually I'll reopen this as it's probably worth adding the maintaining libuv doc. |
This commit adds a document to describe the steps needed for updating the libuv dependency.
